Christopher J. Mincher
Partner
Chris Mincher provides guidance and representation in government administrative and regulatory processes and litigation for a broad range of clients, including technology and energy companies, real estate investors and developers, banks, mortgage brokers, hedge funds, contractors, medical practices, municipalities, community management organizations, and homeowners’ associations. He is also known as a skillful and sophisticated appellate lawyer who is able to distill and convey complex legal arguments clearly and persuasively.
From 2016 to 2023, he worked in the Office of Legal Counsel for Governor Larry Hogan, becoming chief legal counsel in 2022. In his government positions, he advised on and implemented the powers of the Governor and Executive Branch, oversaw litigation involving State agencies, analyzed legislation, and assisted in the judicial appointment process.
Since resuming private practice in 2023, Mr. Mincher has used this background to help navigate complicated legal frameworks and advance his clients’ interests in disputes and litigation. He was recently named to the 2025 “Power List” for Business Law by the Daily Record,which recognized his knowledge of Maryland government and experience as a leader in administrative and commercial litigation.
Mr. Mincher was an associate at Silverman Thompson from 2013 to 2016, after completing a clerkship on the Supreme Court of Maryland. Before entering law, he was a professional writer and editor. Practicing throughout Maryland and the District of Columbia, he maintains offices in both Baltimore and his native Annapolis, where he resides with his wife and three children.
